Enterra Solutions, LLC, and Holt Logistics Form Strategic Alliance

Companies to Build Resiliency in Operations and Security at the Port of Philadelphia

PHILADELPHIA, Pa, YARDLEY, Pa. and RESTON, Va. (March 21, 2007) - Enterra Solutions, LLC, announced today its strategic alliance with the leading port and harbor, cargo and intermodal transportation services company, Holt Logistics Corp. Together, the companies will advance the management and technology infrastructure for operations and security at the Port of Philadelphia.

Enterra and Holt Logistics will create repeatable solutions that will generationally improve operations and security throughout the transportation sector's port, intermodal and warehousing systems. Enterra's Resilient Solutions will integrate security, compliance and performance management functionality with a state-of-the-art system for responding to weapons of mass destruction and natural disasters. Holt develops marine management solutions that service the Packer Avenue Marine Terminal and the surrounding distribution center network including intermodal transportation terminals at the Port of Philadelphia. Enterra is the leader in enterprise resilience management solutions.

"Holt's reputation reflects their commitment to creating a state-of-the-art port and harbor technology and management infrastructure. We are excited to advance Holt's systems to create a next generation solution that makes them and their customers resilient and adaptable in today's rapidly changing security and competitive environment," said Enterra President and CEO Stephen DeAngelis. "Maintaining continuous security of massive container ships and their contents, while dramatically reducing intermodal transportation cycle time, is a complicated task. The Enterprise Resilience Management Solution will help Holt and their customers manage that work load in a predictive, adaptive way from ship to shelf."

The terms of the agreement between the parties call for Enterra to deploy its Enterprise Resilience Management Solution™ and ResilienceNet™ capability for weapons of mass destruction protection and response at the Packer Avenue Marine Terminal, Philadelphia's premier container facility, and at the unparalleled distribution and intermodal infrastructure that surrounds it. This deployment will make the Port of Philadelphia one of the most efficient and secure port and harbor operators in the United States.

The agreement between Enterra and Holt will create reusable technology and management solutions that present a quantum leap forward in port and harbor operations worldwide. It will act as a magnet for increased commerce at the Port of Philadelphia. Enterra's Enterprise Resilience Management Solution™ combines business logic with process automation to make businesses more efficient and adaptive to change.

"Seen through the lens of port and homeland security, Enterra will help us to manage critical assets and detect threats as they emerge. Our strategic alliance will provide future advances in tools to protect vital transportation systems," explained Leo Holt, President of Holt Logistics.

Greenwich Terminals LLC (owned by the Holt family) is the operator of the Packer Avenue Marine Terminal. "We use the services of Holt Logistics to keep us on the cutting edge, providing customers with the safest and most efficient logistics environment possible," stated David Whene, a marine expert at the Packer Avenue Marine Terminal who led several years of increases in throughput and productivity. "We see enterprise resilience as the foundation of a dramatic improvement in today's complex global business environment."

A critical part of this solution is ResilienceNet™, which is being developed in partnership with Oak Ridge National Laboratory.

"ResilienceNet™ is a powerful weapon in our arsenal to detect, guard against and ultimately neutralize threats to port security," said DeAngelis. "With it, we have the ability to identify the nature of a threat, compare our reaction plan against real-world conditions, and even launch effective countermeasures before the damage is done."

Enterra's capabilities offer seamless efficiencies to a dynamic critical infrastructure sector such as Holt's. Enterra will build a dynamic rule set library for Holt that will horizontally integrate their vertical legacy systems. The collaboration will bridge security, compliance and competitive gaps between shipping and terminal operations and improve transportation management.

"The important thing to remember is that the major benefactor from this and other applications will be the American people," said DeAngelis. "From the perspective of both government and private enterprise, ports will be more secure as a result of this approach."
